About the Nutmeg Human Resources Portal

Welcome to, an on-line resource for local governments featuring statewide classification and compensation data and a growing collection of human resources-related tools and templates. This "Human Resources Portal" is one of five demonstration projects, financed by the State of Connecticut and administered by the Capitol Region Council of Governments (CRCOG), which was designed to showcase the value of the Nutmeg Network and encourage secure, on-network sharing of software and IT services. It is intended to serve as a gateway to:

  • An extensive database of municipal salary and benefits information that was collected on-line by CRCOG and the Connecticut Conference of Municipalities, along with a companion reporting module to generate comparative analyses across communities;
  • Model HR documents, templates, checklists and guidelines that have been crafted and blessed by legal counsel;
  • Related training opportunities to help keep cities and towns abreast of changing statutory and regulatory requirements, as well as industry best practices;
  • A library of on-line resources, including links to professional associations and certification programs;
  • Networking opportunities to facilitate the sharing of information and expertise across local human resource professionals; and
  • Cutting-edge automation tools to increase operating efficiencies at the local level.
